Fordyce spots are normal variant of sebaceous gland which are ectopically located over the mucosa (lips, genital area). Fordyce spots appear as small yellowish bumps and they are not dangerous to human heatlh. Treatment is usually not  necessary as the condition is benign in nature. Treatment is desired only for cosmetic reasons. Treatment options are ablative laser (Co2 laser, erbium Yag laser), electrocauter, or micro punch surgery. Please consult to your dermatologist to get proper treatment.
